Mexico is one of the main exporters of coffee (Coffea arabica L.). However, small-scale coffee producers have not received the economic benefits of the crop since several decades ago, due in large part to the huge difference present between what the final consumer pays and the price that producers obtain for their harvest. In this context, the Fair Trade certification represents an opportunity for small-scale producers to attain a better price for their coffee and to foster local development, given that there is a positive expectation about the relation between Fair Trade and empowerment. Nevertheless, there are few studies that have examined this relation specifically, which is why this study analyzes the impact of Fair Trade on individual empowerment of members from two coffee producing cooperatives in central Veracruz, in order to understand the possibilities and limitations of this certification on the promotion of local development. The methodology had a mixed approach; interviews were applied to the two presidents of the associations studied, and a survey was applied to producers. It is concluded that Fair Trade can be considered an external resource that will be successful in the promotion of empowerment if general knowledge of producers about the market and about the scheme itself increases, and if the latter allows inclusion and participation of the majority of partners.
