Before transference: handing over water districts

Abstract

This essay deals with the experience and success reached by user’s
organizations that received four Irrigation Districts for their
administration and operation in the 1940s. Case studies are meant
to demonstrate that legislation regarding the hand-over of
Irrigation Districts to organized users was fulfilled through a
genuine public policy which, in addition, was effective.
Administration by users of the Districts handed over had continuity
until the legislation and transference policy from State
administration to users in the decade of 1990.
