Environmental governability in the water use of irrigation district 023-San Juan del Río, Querétaro

This study was carried out in Irrigation District (IR) 023-San Juan del Río, in the state of Querétaro. In this District, after water decentralization in 1992, caring for the infrastructure and the water resource became a responsibility both of producers and of the government sector. A conceptual review of the terms of governability and governance was performed, analyzing the challenges that have been present in the IR, placing emphasis on water management inside of the district. In addition, a comparison was made between the objectives of plans and programs established inside the municipality for water care and what was found in the field. To obtain the necessary information and data, structured and semi-structured interviews were carried out during the period of 2014-2016. For the diagnosis of water management, statistical data given by the ID-023 were used. It is concluded that the scarce participation of actors inside the municipality is due to the following factors: lack of time, priority to own problems, and lack of government structures capable of achieving the active participation of producers, which is why these factors have become obstacles to attaining good governability.
